Cheapest Places to Retire in France 2026: Rent Compared City by City

Rent is the cost that changes most from one French city to another. A retired couple in a 50 m² apartment pays roughly €570 a month in the cheapest large city in the data below and close to €1,960 in Paris. This guide puts 14 cities side by side, using the same two sources for all of them, so you can compare like with like.

Short answer: among the 14 cities compared here, all of them French cities of more than 100,000 people, Saint-Étienne has the lowest rent in the 2025 data of both sources we used. In the LocService data it is €11.41 per m² a month, charges included, followed by Limoges, Perpignan and Mulhouse (about €12.7 per m²); in the ANIL data it is €9.88. Paris is the most expensive in both (€39.26 and €32.13 per m²). The figures are 2025 rents, so this 2026 guide uses last year’s data, and the monthly amounts for 50 m² are our estimates, not listings.

How we compared the cities

  • Data year: the figures are 2025 averages. This article is published in 2026 and uses the latest full-year data available; we update it when 2026 data is out.
  • Source: LocService’s 2025 rental market observatory, which gives the average rent per m² a month, charges included, for French cities of more than 100,000 inhabitants. The national average for 2025 is €17.04 per m².
  • Our calculation: we multiplied each city’s rent per m² by 50 to show what a 50 m² apartment, a common size for one or two people, would cost per month. These amounts are our own estimates from the average rate, not advertised prices and not actual listings. A real apartment can cost more or less.
  • What this does not cover: towns below 100,000 inhabitants, food, healthcare, transport and taxes. Small towns and villages are often cheaper than these cities, but our sources have no comparable figures for them, so we do not give numbers for them.

Cross-check with a second source

We checked every figure against the official “Carte des loyers” of the French Ministry of Ecological Transition and the ANIL, published on data.gouv.fr (2025 edition, apartments). It is an estimate of advertised rents, charges included, for an unfurnished reference apartment of 52 m² put up for rent in the third quarter of 2025, calculated by a statistical model from rental ads of leboncoin and the SeLoger Group. It is not an average or a median, and it covers new lettings only. Lyon and Paris are published by arrondissement; for those two cities we calculated one figure, weighting the arrondissements by their number of ads. Paris 39.26 32.13 (our weighted figure, 20 arrondissements) +22% €1,607 to €1,963

For six of these cities (Toulouse, Montpellier, Bordeaux, Lyon, Nice, Paris) the SeLoger–MeilleursAgents rent table of July 2026 gives 15, 16, 17, 17, 20 and 33 €/m². It does not say whether charges are included, and it does not list the other eight cities.

What the cross-check shows:

  • The cheapest group is the same in both sources. Saint-Étienne and Limoges are the two lowest in both. Le Mans, Mulhouse, Perpignan and Clermont-Ferrand complete the six cheapest in both, in a slightly different order (for example Perpignan is third in LocService and fifth in ANIL).
  • The middle of the list changes. In ANIL, Toulouse (€13.98) is cheaper than Orléans and Nîmes; in LocService it is €2.80 to €3.10 per m² more expensive. Montpellier, Bordeaux, Lyon, Nice and Paris are in the same order in both.
  • LocService is higher than ANIL in all 14 cities, by 1% to 27%. The gap is small for Nîmes, Orléans, Perpignan and Mulhouse (1% to 8%) and largest for Montpellier, Toulouse, Bordeaux, Lyon and Paris (22% to 27%). The sources use different methods and different dates, so we show the range and not one price.
  • Coverage: ANIL covers all 14 cities; LocService and ANIL are the two sources used for the table; SeLoger–MeilleursAgents covers six.
  • Limits: these are advertised rents for new lettings, not what long-time tenants pay; the ANIL guide asks users to treat communes with few ads with caution (all 14 cities here have more than 25,000 ads in the data); the ANIL map cannot be used to measure changes over time.

What the numbers tell you

  1. Among the cities covered, the cheapest are Saint-Étienne, Limoges, Perpignan and Mulhouse in LocService, and Saint-Étienne, Limoges, Le Mans and Mulhouse in ANIL. In LocService they sit between about €11 and €13 per m², well under the national average of €17.04. Smaller towns are not covered and may be cheaper.
  2. A big gap exists between the cheapest and the best-known cities. Moving from Lyon to Limoges lowers the average rent by about 38% (€20.46 to €12.72 per m²).
  3. The south is not always cheap. Montpellier and Nice cost more than the national average. In the LocService data, Perpignan and Nîmes are the cheaper southern options.
  4. Rents are fairly stable. The national average rose 0.6% in 2025. Île-de-France rose 1.9% while the provinces fell 0.4%. Data for the full year 2026 is not out yet; we will update this table when it is.

A cheap rent is not the whole budget

Rent is one line. Before choosing a city, also look at healthcare access near the address, public transport or the need for a car, the distance to a train station or airport, the climate you can live with, and how easy it is to meet people in your language. Our guide to the cost of living in France covers the other costs by city, and our guide to the best places in France for American retirees and the best small towns for retirees look at lifestyle, not only price.

Frequently asked questions

What is the cheapest city to retire in France?
Among the 14 cities we compared, Saint-Étienne has the lowest rent in both the LocService data (€11.41 per m² a month) and the ANIL data (€9.88). Limoges comes second in both. Other cities and towns not covered here may be cheaper. Rent is only one cost, so check the others before you decide.

How much is rent for a couple in the cheapest French cities?
For a 50 m² apartment, our estimate is about €571 to €640 a month in Saint-Étienne, Limoges, Perpignan or Mulhouse. This is an estimate from the average rate, so listed apartments can cost more or less.

Is Paris the most expensive city for retirees?
For rent, yes: €39.26 per m² in 2025, about double the Lyon level (€20.46) and more than three times the Saint-Étienne level.

Are small towns cheaper than these cities?
Often, but our sources do not cover them, so we do not give a figure. Compare real listings in the town you like.

Will rents change in 2027?
We do not forecast. The 2025 data shows a small rise nationally (0.6%) with the provinces slightly down (0.4%). We will update this page when the full 2026 data is published.
